I'm using MiKTeX and I can't confirm the latter. However I think I've
narrowed it down a little. With a testfile containing the lines

     \beginR\centerline{1}\endR

     $\centerline{2}$

I get this output with \tracingoutput=1 running normal eTeX 2.2 (same
result with pdfetex).

.\vbox(643.20255+0.0)x100.0, glue set 609.20255fill
..\glue(\topskip) 3.55556
..\hbox(6.44444+0.0)x100.0
...\hbox(0.0+0.0)x0.0
...\beginR
...\hbox(6.44444+0.0)x100.0, glue set 47.5fil
....\glue 0.0 plus 1.0fil minus 1.0fil
....\tenrm 1
....\glue 0.0 plus 1.0fil minus 1.0fil
...\endR
...\penalty 10000
...\glue(\parfillskip) 0.0 plus 1.0fil
...\glue(\rightskip) 0.0
..\glue(\parskip) 0.0 plus 1.0
..\glue(\baselineskip) 5.55556
..\hbox(6.44444+0.0)x100.0
...\hbox(0.0+0.0)x0.0
...\mathon
...\hbox(6.44444+0.0)x100.0, glue set 47.5fil
....\glue 0.0 plus 1.0fil minus 1.0fil
....\tenrm 2
....\glue 0.0 plus 1.0fil minus 1.0fil
...\mathoff
...\penalty 10000
...\glue(\parfillskip) 0.0 plus 1.0fil
...\glue(\rightskip) 0.0
..\glue(\parskip) 0.0 plus 1.0
..\glue(\baselineskip) 5.05556

Judging from this, the contents of both lines should be centered but the
former is in fact *not* in the output. My guess is that something goes
wrong in the module <Handle a glue node for mixed...>, but I can't say for
certain, as I don't speak Pascal very well.

Cheers,
