For this purpose, the kpathsea version should not make a differemce.
Gerben, are you able to reproduce this problem yourself? In
particular, can you reproduce it with kpsewhich, like this?
kpsewhich --progname=latex hyphen.cfg
kpsewhich --progname=xelatex hyphen.cfg
Why is the xetex binary from Web2C 7.5.2, and etex from Web2C 7.5.3?
