It could also be a problem on the submitters side. I, for example, usually
work on a copy of the source tree if I make larger changes. Later, I run
diff and check in all changed files. That way, I have missed changed
timestamps of unchanged files.  Now, that I am aware of this problem,
I also check with "find -newer" for updated timestamps.

Anyway, lets hope that e.g. the updated lcdf-typetools work...
