[tex-live] suitability for inclusion in TeX Live

Hi,

our department regularly uses the old English ampersand symbol (as an Irish
`agus') symbol.  The TeX archive has a wngbr font which provides this,
though it's not part of the TeX Live system.

Having done some reading and tinkering, I've got it working reasonably well
(there are a few small syntax errors in the metafont which need correcting).

>From a purely selfish perspective I'd love a working version to be in the
TeX Live as it would mean our school need not install it as a customisation
each time.  Aside from that, it seems like it would be nice for other users
(and the font's author) to have it there, easy to use.

Are there very strict requirements for inclusion in the TeX Live?  Is the
CDROM short on space right now?  Would wngbr fit?  If yes, what would be
required to get it added?
