This is the same problem that Vladimir had -- all the necessary -I's to
use the TL libraries (like libpng) are not being passed when the
dependencies are created.  Actually I'm slightly confused that the
dependencies are being recreated at all.

I'll try to look at this today.

    BTW, pdfetex is still 1.30.0. Could we have 1.30.1-rc2? Martin?

Seems like we might as well wait for 1.30.1 instead of doing an
extra/interim update.  I got the impression that it wouldn't be long.
