[tex-live] tpm files, function="buildFormat"

    Hmm, I want to have a separate directory as for the languages. 

Well, texmf/tex/generic/config contains a few files (pdftex-dvi.tex,
pdftexconfig.tex, and preload.cfg) besides language.*.dat files.

I guess the format.*.dat files aren't read by TeX, so that directory
doesn't make sense.  Indeed, there is no directory that makes sense.
Making a new top-level dir does not appeal.  How about a subdir of
web2c, say web2c/fmtconfig?  They aren't really related to web2c either,
but ...

I rather suspect a subdir of texmf/tpm/ will create lots of hassles.

Hmm.
