[tex-live] "I can't find the format file `latex.fmt'!"

I installed texlive 2k4 using tlpm..
then I follow the instruction on this web page

    http://www.tug.org/texlive/windows.html

I ended by getting the message.

I looked on google about that error but I find only
bug related to win95 that doesn t seem to match my
problem.

Does anybody has an hint ?
