Don't you have some short descriptions in the tpm files, or elsewhere,
that are used for the installer?  Why not just generate the description
from these, like this:

Descriptions: <short description from tpm>
 TeX-live is a comprehensive collection ... bla ...blubb
 several
 lines
 .
 This package provides <repeat short descriptions from tpm>
