    texmf-tugboat, ...), so maybe you will need something

They can do whatever they want, just as they did before.

All that happened is the *default* of /usr/TeX changed.  Wherever
texmf-local can be now, it could be before, and vice versa.  So whatever
you're worried about (which I don't understand, but please don't take
the time to explain :), you should have been worried about before, if
you are of a mind to worry.  Users could have done it all along.

Nothing has changed in the code or texmf.cnf, and nothing needs to
change.

In fact, just pretend nothing has changed at all.
Forget I ever said anything :).
