Yes, they are.  When I updated babel a little while ago, I created these
new hyphen-* packages.

    Thomas, you have iahyphen.tex in the tetex-texmfsrc tarball, but it is
    not installed in tetex-texmf.  Do you know anything about its status?

I've written to the author listed in the file (Peter Kleiweg).

Please, anyone, when you see license problems, try to write the author.
It's an incredibly time-consuming process, and the more people who help
with it, the better.
