[tex-live] configure of dvipng is broken if libgd is not installed.

Note that at present reautoconf.texk assumes autoconf2.5x should be
used for dvipng.  This might have to be changed, depending on how you
implement the mesh with kpathsea...

Note that the autoconf stuff now prefers kpse_include over ac_include,
though it accepts both.
