note that you can use not only DATETIME but also revision number to
sync with depot (which has at least no ambiguity with time zones) - see
"p4 help revisions"; i.e. you can sync using

p4 sync //depot/Build/... at 8841

(where 8841 is the revision number with Martin's changes to pdftex)

instead of p4 sync //depot/Build/... at yyyy/mm/dd

so if you ever need to sync to some release (e.g. TeX Live 2005 or TeX
Live 2004), remember use the revision number of that release and use it.

in light of that, and seeing how it works in practice, i suggest to
drop completely the source.development tree to avoid unneeded
duplication.

existence of both source and source.development does not give ANY
advantages, in my view, but only creates confusion.

if/when p4 will be moved to another SCM system like CVS or SVN, we
will also have similar mechanisms to check-out sources at any given
point in the past (using either dates, or checkin number or branch
name etc).
