    I can't find any other statements on CTAN. Does anybody now anything
    else? As it stands, this is not free license. :-(

It seems to be in teTeX, so perhaps Thomas E. has some knowledge.  Thomas?

Failing that, can you try to track down and ask the authors about
releasing it under another license?
