Discussion with Frank Kuester and Peter Breitenlohner. The result
was: If you rename TeX or eTeX, the code is public domain. That's
why the pdfTeX project is able to merge all tex.web + changefiles
+ eTeX code into one file pdftex.web and license that under GPL.
