    here's a patch for the manpage of tex, the program.  

I installed it.

    I'm not sure about the meaning of the
    environment variable mentioned by the submitter.

It's already described later on in the man page, under "ENVIRONMENT".  I
added a ref.

    Somebody care to report this upstream (the tex-k list, I suppose)?

There is no need.
