Wow.  I never would have guessed a system chooses to install *no*
tty library by default.  Thanks for looking into it.

    be to use our own copy of that

Yes, that would be desirable, but I can't spend time on it now.  Maybe
when I'm working on the new Texinfo release next year sometime.

    It's not clear to me how we can easily modify the texinfo  
    configuration so that it falls back to TL's private copy of lib/ 

No need -- using TL's curses would be preferable, just as it is in
general for TL programs+libraries.
