[tex-live] OK to update freetype2 source in TL?

The texlive/Build/source/libs directory includes both freetype and  
freetype2 sources. (These are entirely separate libraries, not two  
versions of the same thing.)

I'd like to update the freetype2 sources (currently 2.0.9) to the  
latest release (2.2.1), both to benefit from improvements and bug- 
fixes, and because the configure/make support in 2.2.1 seems better  
able to support a typical out-of-source build. This will help with  
getting xetex to build reliably as part of tex-live.

As far as I can tell, freetype2 is not currently configured/built/ 
used at all on Unix-like systems (only the older freetype library is  
used, for ttf2pk). But freetype2 is apparently used in building fpTeX  
on Windows. So it's possible that updating the freetype2 sources will  
require some configuration tweaks for that build.

I don't have a W32 development system, so can't try this myself. So  
would someone who builds tex-live on Windows care to try updating the  
freetype2 sources, and see if all goes smoothly? Or are people happy  
for me to commit the new source to TL, and then we'll deal with any  
unexpected issues afterwards if/when they arise?
