[tex-live] case sensitivity

Naming convention has changed a couple of years ago due to problems with
mixed case names on some platforms. The names of .fd files consists of
encoding and the font family and encoding is now in lowercase. Of course,
\ProvidesFile must also contain the name in lowercase.
