[tex-live] %& in metapost?

Hi Taco (and all),

Does the mpto stuff actually use the first-line %& feature these days?
I seem to recall that you were changing things around in that area.

Thomas E. suggested that we do
tex.parse_first_line = f
in texmf.cnf -- then "tex" would still be Knuth TeX, "This is TeX ...".
The &% feature is, I guess, the only feature that makes it not so.

I couldn't think of anything else likely to be relying on "tex"
understanding %&.  Can anyone?

We could always do something like dektex.parse_first_line=f as a
fallback, but clearly it would be nicer if "tex" was "TeX".
