Maybe because they have such a large base of users who aren't interested
in programming computers, or update them or doing system administration
or other non productive task, but only to use them. 

The windows users base is so large that MS can't change the behavour of
its interface without causing more harm than benefit.

Last time I played with one of these fancy wm for X that were
flourishing, I spent hours on configuration, to get a behaviour that was
... well just mine. That is I can't get the same behaviour on another
machine without installing the same wm and a copying a couple of files. 

I was also scared when I realized that many applications just didn't
care about the behaviour I defined, so on the same desktop you had apps
behaving completely differently wrt to ui. Rather disturbing.

Nothing is perfect is this world.
