[tex-live] Ruby interpreter in the TeXLive distribution?

The Windows port of LyX provides installers, which ease the download/install
of needed third party programs (if not already present)

Would that be appropriate for TeXLive on Windows ?

I guess that dependency management would do it for Linux distributions.
