[tex-live] TL2005 for Windows: paper size revisited

Well, it is not a task for tlpm, that was made to trace dependencies 
between packages and files in texmf trees, rather then prepare and 
configure ready-to-use TeX environment for specific system and user 
preferences. Depending on the macro package / formats / engines one use, 
such a default paper size setup is to be specified in a different place. 
For dvips it is source-independent config, in ConTeXt it is to be 
specified in the source document or cmdline option, in LaTeX i have no 
idea but probably not more then one command somewhere. And nowadays when 
we have pdfTeX that allows to specify media size explicite (and compile 
it into the format) i see no point and no place for such a default setup.
