I can definitetly. My hd is a old laptop and time svn status in the svn
root takes 9m20s. 

An important point for all with svn problems: You can call all svn
commands in an *arbitrary* subdirectory.

If you have only changed ..../texk/ then cd there and call svn commit
there. So only the part under this location is checked by svn.
