This fits to my experiences with the subversion repositroy for the teTeX
packages in Debian.

Everybody can do something like this themself, since you don't have to
call 'svn status/update/commit/...' from the root of the tree. One can
do that from any subdirectory or give the directories to be checked/
updated/commited as additional arguments. That way svn won't scan the
whole tree.
