[tex-live] Strange license of ukhyphen

ukhyphen was in tetex 2 but not in tetex 3; i don't know if debian
excluded it for longer than just tetex 3, but they would have been
justified in so doing -- there was *no* licence statement prior to
that which karl wrung out of phil taylor.  (i had tried previously and
got nowhere.)

i agree with karl, though: there seems little likelihood that we can
get any further change out of phil.
