[tex-live] No hyphenation patterns loaded for german/ngerman

In that log, pdflatex.fmt and latex.fmt are being dumped with the German
hyphenation files (and a lot more besides).  However, in your
tl2007-mexp transcript, nothing but the minimal languages are given.  So
the question is why.

Perhaps when you are invoking pdflatex (or latex, worth trying that to
see if the behavior is different), it's not reading the .fmt file you
just dumped, but some other .fmt.  As a quick check, you can see the
.fmt dump date in tl2007-mexp.log.

Failing that, running
  pdflatex -recorder tl2007-mexp.tex
will show you all the files read/written during the run, including the fmt.

Failing that, running
  pdflatex -kpathsea-debug=-1 tl2007-mexp.tex
will output voluminous information to stderr about what is being
searched for where.

If it really is reading the .fmt that was created with all the stated
hyphenations, I am at a loss.
