No, pdflatex is a symlink to pdftex and pdftex determines from argv[0]
which format file has to be loaded.  Similarly with latex. 

All you have to do is to run "texconfig init".  This will create all
the format files and symlinks.  The configuration file is fmtutil.cnf.
