[tex-live] Errors in run from DVD on win32

Two apparent problems:
1) On the Feb 1 image, with the setuptl directory replaced with the svn revision
3863, tlmpgui produces an error when I say yes to installing ghostscript and 
dviout. Environment variables were set for gs, but the corresponding directories were not created. Dviout was installed in the TeX Live directory, but no other items were added to that directory. 

On my system, the variables TMP and TEMP are set as system variables. However, our default profiles override those variables in User variables. The system setting for TEPM is C:\WINDOWS\TEMP. A hidden folder C:\WINDOWS\Temp exists, but not one called TEMP. The user override is 
%USERPROFILE%\Local Settings\Temp . %USERPROFILE% points to a directory with the user's login name in C:\Documents and Settings.
 
2) I still get an error when I try to install with the TEMP environment variable set to the same as TMP is User variables. When I set TEMP to C:\, I get an error that various files cannot be opened in that directory. After a successful install after clearing the User variables set by the installer and deleting the texmf-local directory and the TexLive2007 directory, I was no longer able to re-install. This time I got errors that various files in C:/WINDOWS/Temp/ could not be opened.


Here is the message I get when gs install fails:
