IMHO it would be better to have the *-sys programs, even if they do the same
like the programs without -sys. It's not only because the documentation may
be the same for all architectures, also admins don't need to remember that
their is a difference at windows and addon-authors (e.g. authors of plattform
independent TeX shells) wouldn't have to watch and test one more special
case.
