[tex-live] private "tl-bin" directory?

There is one thing to consider: Windows have no package manager or
dependency handling of any kind, and it's not weird or strange to have
one dll installed multiple times (that actually happens very often).
So, it's what George suggested is actually quite normal on Windows,
even it would be completely unacceptable on Linux/BSD systems.

Having to install them for second time isn't much an issue either --
besides the fact that most Windows installations are already full of
cruft (including duplicate programs and libs), hard drives are big
enough and cheap enough today, so I guess it would be all OK.

I vote for George's suggestion.
