[tex-live] no german hyphenation?

Hi,

there is a silly problem here: with the texlive inst 070117 setup i
don't get german hyphenation with pdflatex (and also not with
pdfbplain). The pdflatex format is built so that it tells:

Also this is used:

Here is a test file with babel:

\documentclass[a4paper,11pt]{article}
\usepackage[german]{babel}
%\usepackage{german}
\textwidth=80mm
\usepackage{blindtext}
\begin{document}
\blindtext
\end{document}

On the server with TL-2005 it runs ok: paragraph alignment, four
hyphenated words. The same file on my machines here and at home with
TL-2007 does not hyphenate at all, three overfull boxes. I wonder what's
going wrong. How to debug this? Hints greatly welcomed.
