[tex-live] seminar.tpm

Hi Karl!

Do you know why this happens: seminar.tpm mentions
	texmf-dist/doc/latex/seminar/sem-user.ind
which is not present in the repository. So is the file missing or the
tpm out of date? The later would surprise me, aren't the tpm files
rebuild at any image creation?
