Oh, people do that all the time.  Every couple of months, we've got a
bug in the Debian BTS saying "after updating teTeX from $ancient_version
to $still_ancient_version_but_newest_in_a_certain_Debian_release latex
stopped working completely, you idiots", and it turns out that people
have funny settings of environment variables called TEXMF, TEXINPUTS,
TEXMFwhoknowswhat, either excluding important trees or adding trees with
outdated pool files, even more ancient local installations of LaTeX,
etc. 

It always never had made any sense even when the variable was set on
that system.
