[tex-live] Perl availability in the TeX-Live build environment

Thanks for your offer. Independently of this special case, I think
using POD is really a great way to write man pages -- the created
nroff source works on all Unix systems and the POD syntax is almost
obvious at first glance. Once upon a time, I knew about man markup,
but after I detected POD I forgot almost all of it because I didn't
need it any more.

That goes so far that currently many of my shell scripts end with

    : <<'=cut'

    ... man page for shell script

    =cut

and thus have embodied and working man pages -- and I tend to keep
them much more up to date than I did before when they were in some
auxilliary file.
