You misunderstand.  I did not make a proposal.  I just told you what
we already have.  Look into texlive.tlpdb and search for 
"name bin-bibtex8".  You'll see that this package provides files which
go into bin/<platform> and files which go into texmf/.

Currently I'm parsing Norbert's texlive.tlpdb myself.  It's quite easy
because the file format is simple.  I'll look into Norbert's modules
now and switch to them; at the moment I don't know whether they
provide everything I need.  It was easier to parse texlive.tlpdb
myself in order to do some tests.  I believe that when I switch to
Norbert's modules, I'll be more independet from the database itself.
