The same problem here (FreeBSD). For some reason, the target
$(kpathsea_dir)/paths.h can't be processed. I used to change that
target to 'paths.h' and then to explicitly add it in 'do-kpathsea'
target in texk directory Makefile.

(gmake 3.81  if it matters.)
