No.  What I mean is a file which can only be edited by people who have
write access to the repository.

What I do not want to have in this file are arbitrary feature
requests.

I don't like such systems.  But this is my personal opinion.

At the moment the best place for bug reports and feature requests is
this mailing list.  And this mailing list works very well.

What is the advantage of a bug tracking system?

Keep in mind that there are some people on this list who provide help
for things they are not responsible for.

I'm quite happy with this mailing list.
