fwiw, we get almost no content in the messages sent to the latex bugs
reporter.  either they're saying "you ought to do this" (incompatible
change) or they're saying "this fundamental restriction is a bug".

if we didn't file all of these things, we would seldom add more than one
external to the tracker, per year.
