couldn't we generate the database from the doc stuff in the tpm files --
perhaps with some heuristics about what files should go into the
database?

that way we could in principle make the database on the fly as part of
installation, so not listing packages that aren't installed, and
ensuring all relevant documentation is listed for the packages that
_are_ installed.
