I don't like that too.  fmtutil and updmap are quite unrelated.
Thomas added the updmap call some time ago when he wrote the script
from scratch for teTeX-3.  I initially thought that this was a TeXLive
extension but even Thomas had to look into his stuff in order to find
out who made the change.  Hence I think that he had nothing fancy in
mind.

The result of our discussion was that Karl changed the script so that
updmap will not be executed if fmtutil fails.  The fact that formerly
you had no chance to read the error messages provided by fmtutil
bothered me a lot.

I do not see any good reason to call updmap here.  If nobody provides
a good reason, I'll remove it.  It's no problem to add an extra option
to allow people to run updmap from the menu.

I'm wondering whether it makes more sense to integrate the stuff from
texconfig-sys into texconfig and make texconfig-sys a symlink.

texconfig is the main configuration tool for teTeX and TeXLive.  It's
a pity that you never used it, maybe you should use it at least once
in order to find out what it does.  Run texconfig without any
arguments.

We should definitely maintain texconfig, of course.
