[tex-live] texdoc in luatex

Ah, I had just found that and was about to ask whether it's possible to
somehow include this in TeXLive.  If it's already in luaTeX, even
better.

It's in the "Lua changes" section of the luatex reference, but it would
deserve mentioning in "4 Lua libraries", maybe in an additional
subsection 4.1 (or 4.$last) "Lua libraries that are not TeX-related".
