[tex-live] Perl availability in the TeX-Live build environment

Hi,

I want to update the dviljk man page; it is both incomplete and has 
wrong information. Since my nroff-foo is not really good, I will 
write it as a POD file and generate the man page by Perl.

Can I assume that Perl is available in a TeX-Live build environment?

I.e., do I add the pod2man call to the build process, or do I 
commit the generated man page to SVN?
