[tex-live] man pages for pdftools, dvips, etc. use unportable troff syntax

I suggest ".Ur", since that is least likely to conflict with macros
already in use.  Different vendors use different implementations of
the -man macros, but as far as I know they all stick to upper-case
macro names, or macro names with special characters in them.
