[tex-live] VAC Pre-announcement 8.7.-12.8. and onto end of September

Hi everyone,

I want to pre-announce a bit offtime from Debian, in fact from any
computer: I will be practically offline from 8 July till 12 August
(being around permanently in the Swiss and French alps).

After this I will have better internet connection, but hardly any time
as I am preparing myself for a quite tricky examination (lasting 3 weeks).

>From October on I should be fully available again.
