[tex-live] The search path

I want to add some existing directory trees to the input search path (rather
than copying the files to be below the current search path) to a TeXLive2007
installation.  This is under a Windows installation, if that matters (which
I don't think it should).

I have edited c:\TeXLive2007\texmf-var\web2c\texmf.cnf to add a new
definition that contains the directories that I wish to search.  

I then add my definition to TEXINPUTS.  I can then use kpsewhich and a file
in my directory tree is found.  I can use "kpsewhich -show-path=latex" and
see that my directory is in the search path.  However, until I update
TEXINPUTS.latex files are not found in the new directory (when running
latex, the appropriate TEXINPUTS.program needs to be updated for other
programs).

Is this expected, or am I doing something wrong?
