Well, it could be a problem for a user who edits the latex version
(the one in the TL2007 doc tree is all comments).  Hopefully they
will check to make sure the one they want is being loaded, but
depending on where they saved it, xetex may get the wrong version.
It would be best if the same .cfg file could be used for both latex and
xetex configurations.
