[tex-live] Bug report: More misplaced files

Hi Dan,

Back on your mail from July 23 ...

    [Described below are several files/directories in the doc tree
    that seem misplaced. All are in texmf-dist/doc/latex/ .]

I think I've finally straightened these out.

I slightly reworked some of the tools to somewhat lessen the chance of
these kinds of "misplaced" errors in the future.  Please let me know if
you find other files out of place ... I'm sure there are plenty.
