[tex-live] fonts.conf for win32

I suspect I don't entirely understand this; are you
saying that the TeX Live installer is now going to
create font directories under %ProgramFiles% ?
If so, I would like to propose that this be
amended.  I try very hard to keep %ProgramFiles%
clean (I normally allow only Microsoft software
to install itself there), and since fonts aren't
programs, I would prefer to locate them somewhere
under %DataRoot% (not a Microsoft environment
variable, just one of my own).  IMHO, TeX Live
should make an effort to keep dissimilar things
in disjoint paths : programs under one root,
read-only data under a second, read-write data
under a third and so on.  By all means let the
default be to dump everything under %ProgramFiles%
just as Microsoft does, but please let the aware
user specify at least three non-%ProgramFiles%
roots.
