[tex-live] Win32: xelatex -0.999.4 failure to process sample2e.tex

I just did a Build to get 0.999.4 for linux, and that appears to be working, so
this looks like a Win32 or maybe a wine issue.  I hope someone with real
Win32 can confirm the problem.
