If I make a copy of that file to my TEXMFHOME dir according to the TDS structure,  then the command will find it.  But besides the dir, the command will find onthing, the same case for config.ps when using 

kpsewhich --format="dvips files" config.ps

to locate the config.ps in my windows xp box.  I don't know the reason.
